In continuation of my Confidential Despatch of

the 4th. ultimo, I have the honour to inform you that I have learned from Mr. S. B. C. Ross that Mr. E. D. C. Wolfe at present Head of Sanitary Department is a candidate for the post of Post- -master-General.

As he is the senior Officer and possesses the requisite ability I recommend that that appointment and consequent vacancies be filled as follows:-

Mr. E. D. C. Wolfe...

Mr. A. G. M. Fletcher....

Mr. E. Carpael...

Mr. A. E. Wood....

Mr. J. D. Lloyd...

Mr. M. J. Breen.

The only question to my mind is the appointment

of Mr. Carpmael, of whose qualifications I am ignorant, to the

post of Official Receiver.

As however he is proceeding on long leave of

absence direct from Weihaiwei advantage might be taken of such leave for him to be attached to the Board of Trade, as was done in
